Governor Edmund G. Brown, Jr. is flanked by Lt. Gov. Mike Curb, and California National Guard Commander Frank Schober, Jr., as the governor declared a state of emergency in three counties of southern California after seven days of rains that have caused widespread havoc in the area. Hundreds of homes have been destroyed or damage by flooding and mudslides and at least 17 persons have lost their lives.
