Photograph caption dated August 8, 1960 reads "Frank Stevens aid nation." The article partially reads "Despite the coming radar and weather-spy satellites, the U. S. Weather Bureau still clings to its unpaid volunteers who 'rain or shine, every day, year after year, keep weather records and mail them each month to the weather bureau.'"
