Photograph caption dated April 1, 1959 reads, "Councilman Everett Burkhalter uses pry-bar to 'cut ribbon' opening new extension of Paxton Street, Pacoima, from San Fernando Road. railroad crossing at this point marks end of more than decade of effort by industrials, Pacoima Chamber of Commerce and city officials to opene access to giant industrial area. With Burkhalter are Isadore Familian, president of Price-Pfister Mfg, Co., first industry on tract; P. M. Gomez, member of board of directors of Pacoima chamber; and Ben L. O'Brien, chairman of chamber's Civic Improvement Committee.
