Description
Frank Baxter served 39 years with the Division of Highways before retiring in 1969. He began working, as Assistant to the Maintenance Engineer in District 6, and was later appointed as the first Materials Engineer in the District 6 Laboratory. He also served as District 9 Director, State Maintenance Engineer, and Assistant State Highway Engineer of Planning. Some of the topics covered include work on the Maricopa Highway, work on the Grapevine, origin of District Materials Engineer position, expansion of duties of Maintenance department due to start of Interstate Highway System building, importance of maintenance experience in understanding how to plan and design highways, and importance of Collier-Burns Act of 1947. One of his major accomplishments was the responsibility for coordinating and implementing restoration work required as a result of over 40 million dollars worth of State Highways damaged by the 1964 Floods.
