California Governor James Rolph (sitting at wheel of tractor, with tie on) and other officials visiting a road construction site in Santa Monica, California. The tractor has sign that reads "Janss Investment Co. Improvement Dept." Automobiles and a motorcycle are in the background.
Title and date devised by cataloger based on information on envelope in which negative was received: "Santa Monica, Gov. road con." Date approximated by cataloger based on term of Gov. James Rolph, who served 1931 - 1934. This is the same site as seen in photCL_555_06_1506.
