Photograph caption dated September 7, 1956 reads, "When San Fernando jailers discovered prisoners wearing ear plugs they found hot water leak was keeping prisoners awake. Ray Walker, public works superintendent, uses jack hammer to bore through walls in search of leak while City Administrator Ray Woods, left, and Police Chief Winford Slaughter look on. They found leak and repaired it."
