Photograph caption dated September 16, 1959 reads, "Twelve Japanese engineers and construction experts inspect Valley freeway system under guidance of local engineers during tour of Southland roads and building sites sponsored by International Cooperation Administration and Japanese government. Led by Dr. Kiyocharu Utsumi, president of Japan Construction Mechanization Association of Tokyo, the 12 are on six-week tour of U.S. They will apply findings to solution of Japan's inadequacies of roads and bridges."
