Photograph caption dated October 18, 1981 reads, "Supporters of the Sierra Club's petition drive to replace Interior Secretary James Watt yesterday marched to Union Station after a rally on Olvera Street. The petition seeks to replace Watt because he represents the "dismembering and dismantling of environmental accomplishments built up through the years." California delegates armed with more than 350,000 signatures traveled to San Diego after the rally, where they picked up more delegates and petitions before flying to on Washington. The petitions will be presented to Congress tomorrow morning."
