Photograph caption dated December 31, 1960 reads "Councilman Dwight Olin, center, speaks at ceremonies Friday dedicating a plaque at the new San Fernando City Hall in memory of Councilman Joseph Morrow, who died Nov. 17. From left, are the Rev. Arthur F. Dalberg, Herman Griffin, Rotary president; Bob Meyers, Supervisor Warren M. Dorn, assemblyman Tom Carrell, City Councilmen Ralph Harper, Dave Calderon and Joseph Anderson; Gordon Morrow, son of the late councilman; Mrs. Marjorie Morrow, his widow; and Sara Morrow, daughter. Standing in rear is City Engineer Robert James." The building is at 117 Macneil Street.
