Evening dress. Light blue floor length dress. Empire waist with wide scoop neckline. Ruffles at neckline and at edge of cap sleeves. Dress hem includes ribbons of blue that expose a white Rouleau. Accessories include white hat with blue/white feathers, necklace, lace fan, and long white evening gloves. Invented by Mrs. Bell, 52 St. James's Street.
