Photograph caption dated September 19, 1949 reads, "Right to shelter - "A dog shall have proper shelter. In winter he shall have a blanket or rug so he will not have to lie on the cold floor. His house shall not leak." This is another of the dog's bill of rights. Remember, if a dog is worth having, he's worth the care one should expect to give him. A dog is a living thing needing daily care and attention.
