Photograph caption dated November 13, 1963 reads "Sgt. Carl C. Hegge, Foothill Division detective, exhibits part of his collection of juvenile weapons. Linda Babel, clerk-typist, holds a razor-sharp machete and a leather bullwhip. Hegge, who heads the juvenile division at Foothill, said that he has collected the weapons since September, 1962. He said the home-fashioned guns, knives and other weapons were taken from youths at the scene of gang fights and dances and other juvenile gatherings."
