Description
The photo caption printed in the Sacramento Bee on November 18, 1973 states: "Drivers along El Camino Avenue in Sacramento's North Area had extra-wet going yesterday afternoon when rain collected in the railroad underpass west of Interstate 80. In the photo . . . the driver of one small car found it afloat and climbed out to tow it through the water by hand. Another small car, in the background, also was afloat and was tossed in the wake of the larger car which got through despite the headlight-high water. Flooding in the underpass came when the drain could not handle a surge of runoff that resulted from an extra-heavy downpour of rain during the midafternoon." (related photo SBPM05963)
