Description: Duane Lowe, Sacramento County Sheriff, 1971-1983; chief of California State Police and then (after merger with CHP) Deputy Chief of California Highway Patrol, through 1996. Caption: Sacramento County Sheriff's deputies, in support of Duane Lowe, staged a campaign parade through the Sacramento area yesterday, driving vehicles festooned with Lowe placards. Children of deputies watch as the caravan formed at 7th and H Streets near the sheriff's office.
