Description: Former manager of the Chowchilla Water District and former board member of the Friant Water Authority. Upton led the Friant Authority when it negotiated the San Joaquin River Settlement, but then decided to oppose the settlement, withdrawing Chowchilla Water District from Friant in the process. He continues to criticize the settlement today.
