Photograph caption dated October 10, 1964 reads, "Mrs. Frederic Spencer, North Hollywood, immediate past president of the California Federation of Women's Clubs and current state and general federation chairman of home management and finance, accepts highest volunteer award given by the United States Treasury Department, from Mrs. Adaline M. Lieberg, Mrs. U.S. Savings Bonds. The award was given in recognition of work done by the 750 California clubs in economic education, which includes support of U.S. Savings Bonds. Ceremonies were held at the Burbank Woman's Club."
