The photo caption printed in the Sacramento Bee on February 18, 1970: The lower elevation portion of the Lake Tahoe Basin near Tahoe City received its heaviest snowfall of the season late Monday and early yesterday, leaving many of the secondary roadways in the basin appearing scarcely passable for tire-vehicle traffic."
