Description: Edward Tchakalian, Senior deputy labor commissioner and William Subber, area administrator with the State Department of Industrial Relations, look over goods confiscated from illegal homework sites. The garments, now sitting in plastic bundles in the state building's basement downtown, will be destroyed pending the outcome of an appeal. Photograph dated April 24, 1977.
