Photograph caption dated April 22, 1955 reads, "Contractor Charles T. Brown, right, of San Fernando oversees laying of 9500 foot sewer line for the City of Los Angeles from Sayre street and Eldridge avenue, in Foothill Village, down Hubbard street to Glenoaks boulevard to San Fernando. Project being installed cost $60,000 and is schedulded [sic] for completion by July."
