Public promenade dress. Light blue ankle length dress. Empire waist line with high collar and long sleeves. Ruffles on shoulders and cuffs. Three additional ruffled tiers at the hemline. Accessories include a sheer white bonnet with floral accents, yellow gloves, and a folded green parasol.
