Photograph caption dated December 31, 1964 reads, "Councilman Louis Nowell points to Mission Hills' new community signs installed last week. Mission Hills Chamber of Commerce president Lee Hamer, center, and vice president James T. Winstead, right, look on. The signs were installed on Sepulveda Boulevard at both 'city' boundaries crossing the freeway."
