The photo caption printed with this photo in the Sacramento Bee on December 9, 1969 reads: "Plenty of Smoke - Black smoke billows from stacks at Eagle Lake Lumber Co. plant in Susanville. Lorene Schuster of Napa has complained that the plant's smoke is leading to an air pollution problem in Susanville."
