Description: Los Angeles Police Chief William H. Parker holds two volumes of "Parker's Papers on Police." The volumes contain 500 pages of major speeches made since he became chief nearly 16 years ago. Volumes were birthday gift to Parker who is 65. Photo dated: June 22, 1966.
