Photograph caption dated August 29, 1961 reads, "John C. Hall, center, district director of the National Safety Council, presents two awards to representatives of Burbank. George Stockford, at left, president of the city's safety council, receives an award for the council's traffic safety education support, while E. J. Friedrich, assistant city manager, holds the award given to the police department for its traffic supervision program."
