Angry property owners shook their fists in protests after the Los Angeles City Council by a 13-to-0 vote on October 30, 1952, adopted an ordinance empowering the City Building and Safety department to order owners to make proper repairs on substandard homes and other structures. The "slum clearance" ordinance, "an answer to the monster called public housing," now goes to Mayor Bowron for signature.
