Photograph article dated November 21, 1961 partially reads, "Strong opposition to the secession talk in the West Valley was voiced Monday by First District Councilman Everett Burkhalter. The Councilman told 200 North Hollywood Rotarians and Kiwanians that 65 per cent of all Los Angeles taxes is now spent in the Valley and it would be nearly impossible for the Valley 'to carry that tax load ourselves.' Burkhalter pointed out that capital improvement programs have been generally completed in the Wilshire - Westwood districts and others of the city and that it is now the Valley's turn."
