Photograph caption reads: "Orange County bulldozer crews were on the beach on Thursday, building up the eroding beachwall in front of the Surfside Apts. Storm waves have been responsible for pulling sand off the beach, threating [sic] to wash these apartments off their foundations". Photograph dated: Sept. 16, 1982.
