Several hundred small property owners holding high their tax bills jammed the City Council chamber during a meeting at which the Council reaffirmed by a 9-5 vote its July 28, 1950 resolution asking for decontrol of rents. A.F.L. Clerks Union had asked the City Council that it either rescind its decontrol vote or adopt a city rent control law. Photograph taken ca. December 18, 1950.
