Photograph of a view of City Hall under construction in front of the old Hall of Justice and the Hall of Records in Los Angeles, [s.d.]. A large dirt area can be seen in the foreground. Several square holes have been dug into its surface to accommodate support columns, and lumber can be seen throughout the area. The tall Hall of Records can be seen at left. It is a light-colored building with tall rectangular windows along its entire length. The Hall of Justice is at right and is a large ivy-covered Gothic building with a clock tower on the roof. Many automobiles can be seen in front of the buildings.
