From the Sacramento Bee caption: "Here is an aerial view of beautiful Emerald Bay. A resolution adopted by the state senate proposes the construction of a bridge cutting across the bay mouth, lower left, and also of highway approaches through two state parks. The present highway which runs high above the bay is indicated by the arrow."
