Description
The photo caption printed in the Sacramento Bee on February 10, 1970 states: "Dr. Paul Stratte of the Tobiasson Tract near Redding lost most of his backyard and a private tennis court during high water in the Sacramento River two weeks ago. Dr. Stratte, who dumped $9,000 worth of rock into the river to save the rest of the house, joined with the other residents protesting the lack of action taken to protect their homes."
