Photograph caption reads: "State workers Vita Quatt Lebaum, left, and Michael Cronen carry sign marking beach named for comic strip sun-worshiper Zonker Harris". The sign designates a public walkway, allowing beach access in Malibu. Residents are outraged at being required to donate property and pay for access routes. Photograph dated: July 10, 1980.
