Photograph caption dated February 13, 1965 reads, "Los Angeles County Attorney Evelle J. Younger, standing, explained the state of crime in the Valley to a joint meeting of local community Exchange Clubs Wednesday Night. It is part of a crime prevention campaign being carried out by the service clubs under the direction of Glen Stephenson, center, and District Governor Harold Palmer."
