Photograph caption dated March 17, 1954 reads, "Widening of stretch of Van Nuys Boulevard in newly re-zoned business area of Pacoima, is inspected by Ben L. O'Brien, Pacoima Chamber of Commerce president, left; William E. McCann, Los Angeles Board of Public Works; and, D. P. Loomis, banker. Improvements, to include concrete curbs, gutters, sidewalks and electrolier lighting, represent investment of $75,000 by businessmen in area and are part of multi-million dollar program."
