Photograph caption dated November 4, 1964 reads "Mrs. Verna Dill of Pacoima alleges she must prove she is disabled before Welfare Board authorities will give her aid. Mrs. Dill suffered broken leg in auto accident last March and is confined to rented wheel chair."
