Coulter's leased part of the bottom floor to the Railroad Administration to house the consolidated railroad offices. The upper floors contain offices. Some upper windows advertise "Dr. H.S. Miles, dentist", "Dr. Gomez, physician" with an announcement of a cancer treatment, and "Dr. Taylor, dentist". The third-story windows are framed in arches. An awning covers Coulter's entrance.
