B. Inoue, of Sumitomo Rubber Industries, Ltd., writes Mr. K. Hopper with the thoughts that crossed his mind from reading Hopper's essay published in the 1979 December 9 edition of the Japan Times. Inoue shares that the Japanese remain far more interested in learning than teaching. Because of this, business organizations are still sending numerous research and study teams abroad to Europe and America each year. In contrast, he states that only a very few management study teams come to Japan except for China. However, he feels that it is time for Japan to take a more active teaching role. Inoue believes that the most important factor that enabled many Japanese managers to learn about American management at the CCS (Civil Communications Section) Management Forum 30 years ago was that American management had been systematized into a form which was easy to learn. Inoue talks about the importance of learning the language of the individuals you wish to learn from and that it is difficult for the Japanese to try to teach the essence of Japanese management in English. He goes on to recommend Ezra Vogel's book, "Japan as No. 1" and addresses some of Hoppers questions from his March 26 letter. The letter contains Inoue's signature. The letter also contains an original handwritten "12" on the top, right corner of page 1 and markings.
