Reprinted section from guidebook entitled Deepest Valley details the 1972 lawsuit filed by Inyo County against the Los Angeles Department of Water and Power for diverting groundwater in Owens Valley to feed more water to a second aqueduct related to the Los Angeles Aqueduct. Report is made up of two separate analyses of the lawsuit. First report provides the perspective of an Inyo County attorney's concerns with the threat of environmental degradation. A Los Angeles Department of Water Chief Engineer argues in the second report for the value of the water to consumers but suggests a balance in terms of methods for procuring water.
