Photograph caption dated May 5, 1965 reads, "Colonel Earl G. Peacock, City District Engineer, U. S. Army Corps of Engineers, is presented Award of Merit by Mayor Sam Yorty upon his retirement last week from military service. Lt. Col. A. R. Marshall will be Acting District Engineer until July when Colonel John A. B. Dillard steps in as new District Engineer."
