Photograph caption dated December 4, 1959 reads "Chain-link fence, reinforced with steel cables, protects traffic from 'cross-over' collisions in test section newly installed along Ventura Freeway from Haskell avenue to Encino. New section already has been 'tested' by speeding car which hit it but failed to cross over into oncoming lanes, highway spokesmen said."
