Description
An article from the 1891 October 3 edition of the Herald of Banning reports that courts are occupied in trying cases of candidates for the Whittier reform school. It also reports that it is beginning to dawn on judges that innocent children are being sent there by parents who think it is the easiest way to get rid of them.
