Photograph caption dated December 26, 1957 reads, "San Fernando's annual progress report issued by City Administrator Ray Woods is being delivered house to house by Boy Scouts. San Fernando Mayor Dan G. Spencer, D. P. Loomis, district chairman; Ray Woods, outgoing city clerk and administrator; Dick Aus, district executive and Gaylord Sparks, district commissioner, center, hand 5,500 copies of the report to Scouts for distribution."
