Photographer's caption reads, "In the late 1990s, the Community Redevelopment Agency poured $90 million public dollars into Trizec Properties' Hollywood & Highland complex. For the circular center courtyard, developers looked to the 1916 film epic Intolerance and built a pair of bloated pillars topped by enormous white elephants. It was a prophetic move. Following three years of construction and the expenditure of $595 million, the retail and entertainment center opened to a tanking tourist economy two months after the twin towers fell. Two-thirds of the center's value evaporated in three years. CIM Group picked up the complex as a $200 million bargain."
