Description
Photograph caption dated February 2, 1963 reads, "Not the fish, mind you. Passers-by. There was Wilburn Rogers out on the sidewalk Friday in Pacoima fishing the swirling gutter waters near Arleta Ave. and Van Nuys Blvd. Rogers, 14224 Pinney St., Pacoima, said he was doing it just to see what people would do when they saw him. Last year, Rogers, in spite of the hefty fish tied to the end of his line, could have done better. At this time in 1962, Los Angeles had had 8 inches of rainfall for the year. This year: a mere trickling .74."
