Second from the left is City Manager Harmon Bennett, third from the left is Burbank mayor Earle William Burke. The Burbank Public Works Department Yard opened at 124 S. Lake St. in May 1960, at a cost of $619,000, as a part of the city's 10 Year Capital Improvement Program.
