"Progress on the Capital City's 'steel skeleton' -- the community center -- is progressing despite winter weather. Workmen are braving the elements to finish the three buildings scheduled for completion in 1974. Basic design for the $19 million Sacramento Community Center was conceived by architect Pietro Belluschi. Sam Burns, formerly of Tucson, Ariz., is center general manager"
