Description
The photo caption printed in the Sacramento Bee on January 18, 1973 states: " . . . . It looks as though crewmen on the Tower Bridge over the Sacramento River are going to have a busy time raising the bridge, even for rowboats. Rain has caused the river to rise so much that there is seemingly little space between it and the road. There is doubtless more space than it appears, but it is nevertheless a tight squeeze."
