Photograph caption dated August 10, 1960 reads, "Construction worker George Bell, left, shows Pat McGee, Los Angeles City Councilman from Valley, how to use surveyor's scope, while Harold L. Hamill, city librarian, and branch librarian Julie Lundy look over plans of new Encino-Tarzana Library, 18231 Ventura Blvd. Library, which will cost $200,000 and contain 20,000 volumes, will open in May 1961."
