Photograph caption dated June 11, 1956 reads "Richard James Elroy, 15, became first Scout in Panorama City to win Eagle award--highest Scouting honor. Above, he displays plaque awarded by Chase Street PTA for outstanding service. Looking on are Richard D. Thayer, scoutmaster of Troop 102, and Mrs. Richard Elroy, winner's mother. Richard also received citation from local Rotary Club."
