Photograph caption dated August 30, 1963 reads, "Commissioners, from left, Branch, Mrs. Reidel, Flanagan and Hutchinson, approved plan unanimously." The article partially reads, "Los Angeles city planning commissioners have unanimously approved the North Hollywood land use plan--a plan designed to serve an eventual 256,000 residents. The plan was adopted Thursday following a three-hour meeting at the North Hollywood Woman's Club."
